Mr Arkhom said plans for the phase are due to be submitted to the cabinet for consideration this year. He said the initial 270-billion-baht cost was based on an estimate related to Japan's suggested project investment strategy. "The type of investment they have suggested involves very high initial investment, and low overall maintenance costs," said Mr Arkhom. After the report is submitted, the design phase for the Bangkok-Phitsanulok stretch will begin next year, said Mr Arkhom. "If everything goes according to plan, construction will begin in 2019," said Mr Arkhom.
